Architect wants mall retained as focal point for future development in South Portland

South Portland homeowners should be encouraged to take more time planning their future.

This morning, Portland Housing and Community Development officials met with members of the South Portland community to discuss the future of the South Portland property that sits behind City Hall.

Mall officials have been advocating for a site site amendment with the city's planning department. The amendment would move the vacant building, the new center of development for the South Portland Center, about two blocks to where the mall once stood. It's on private land, meaning developer Michael Reisman has had no legal obligation to secure additional land for the project.

But the mall's long-time residents and neighbors, who are committed to reclaiming the space, still want it back.

The council voted 6-2 to move forward with the amendment for the site site amendment, including Council President Darrell Bailey and Councilmember Diane Savoie.

The council also approved City Councilwoman Kim Jordan as a co-sponsor on the resolution of motion.

The ordinance will require a two-thirds approval by the Council, and the bill now goes to the Mayor and Councilors in March to move forward with the change.

While this process will take time to happen, it is already clear to the majority of the neighborhood that this is the best path forward.

The building in question is located in the old Northport Village shopping center and, while it doesn't appear to be in the same spot right now, it's likely that it will relocate sometime this year. The developer, Reisman, recently began remodeling the space, and the current owners hope to relocate there eventually.

Mall owner Michael Reisman is expected to discuss that plan with the council on Monday at 11 a.m. At that point, the council will have to approve and send the zoning change to the City Planning department, which will then issue a planning permit for the project in March or early April.

The city will also be working with REIM. The developers say they want to locate a restaurant inside the mall, but the company has been very secretive about the plan. The new proposal suggests a restaurant in the space that is separated from the existing mall.

Strong Typhoon #TyphoonTyphoonZanbao (10:16 p.m. EDT on Friday, Sept. 29) was the 14th typhoon of 2017, bringing strong winds in the eastern Pacific toward the Philippines and Japan. This typhoon is the largest yet and the third largest typhoon ever recorded, surpassing Typhoon Zee.

Typhoon #TyphoonZanbao has now strengthened to category 3 strength and the central and eastern Pacific typhoon threat continues to increase.

This will likely raise the storm's intensity to category 5 in the next day or two as winds increase.

As of 9:21 a.m. EDT on Friday, September 29, the most severe threat has passed from the southeast Pacific to the southeast Indian Ocean. The typhoon should strengthen to a Category 4 storm within 15 to 20 days.

Typhoon #TyphoonZanbao is expected to remain near Category 5 typhoon for the next few days, with possible strengthening to a Category 5 storm within a day or two of reaching that point.

Typhoon #TyphoonZanbao was the 12th most destructive storm in recent years and the strongest ever recorded. It is forecast to make landfall in southern Japan on Saturday.

The National Hurricane Center said that the strongest Category 2 storm that has ever touched down in the Philippines, Haiyan, is now forecast to drop as much as 10 millimeters in height across the country between Friday, Sept. 29 and Saturday, Sept. 30.

Hurricane force winds of 130 mph have been reported by local authorities in Manila, Leyte and the cities of Marawi and Sulu.

Typhoon #TyphoonZanbao remains the most dangerous typhoon of 2017 on the global scale. It is forecast to continue its strong typhoon activity for at least 15 days.
